Create a workflow using delegated auth

Requires the admin:workspace scope and a Workspace Admin+ role. trigger_config, conditions, and step configs are validated by the shared workflow authoring core (trigger union, referential checks, autoresponder exact-match rule, actor-dependent steps require a manual trigger).
